HEAL provides all income qualified household applicants our free service with the assistance to help them apply and participate into an energy efficiency program through their local utility company.

Our utility-certified assessors will visit you, the utility customer, to verify income qualifications eligibility. If eligible, she/he will assess the program listed appliances and service by the utility company and provide energy education. If you are not already enrolled in the California Alternate Rates for Energy (CARE) program, our program representatives will also enroll your household into the program to help you start saving 20% from your natural gas bill and 30-35% on your electric bill. The energy education helps the residents learn about the many ways they can save money on their monthly utility bill by making small changes around the house and/or enroll in other money and energy saving program offered by their local utility company. Our friendly and helpful program representative work hard to keep the clients serviced efficiently and quickly.

Additionally, HEAL is committed to outreach the low-income household senior citizen and disability community.  All inquiries from the residents, service centers (local and regional), non-profit organizations, and other networked organizations are always welcomed. Other programs are available at your disposal if you do not qualify for the income qualified programs. Your local utility companies offer rebates and savings programs for replacing and upgrading your appliances and improvements to your residence.
